In Dana's plans he mentions testing the integrity of soldered pipe joints with soap suds and 60 psi of air.  Does this mean blasting air which is compressed to from the air compressor into the open ended pipe, or sticking a stopper in one end of the pipe and compressing air inside it until 60 psi is reached?

To test soldered joints just stick a compressed air nozzle in an open end and block any other open points. Even your thumb will provide enough back pressure. A wet rag held around the air nozzle will usually seal it well enough as well. Before pressurizing spray or wipe on a bit of liquid dish soap on all the joints. Bubbles will indicate a joint that did not get soldered completely.
